Bullying is defined as behavior that is sufficiently severe, pervasive, or objectively so offensive that it denies or limits a student’s ability to participate in or receive the benefits, services or opportunities of the school’s program or creates a hostile/abusive environment.  Bullying involves an imbalance of power.  Bullying has been described as “one or more individuals inflicting physical, verbal, or emotional abuse on another.  Never bully the bully—severe punishment may suppress the current behavior, but it does not teach the appropriate behavior. Violence and intimidation reinforce the same behavior that we are trying to change.
